The first paragraph here seems to be primarily talking about lead times for design of a new XO components rather than lead-times for logistics in delivering XOs. With the possible exception of designing a new power cable perhaps for a country not yet deployed to, should this paragraph be updated or moved somewhere else? -- Mark.Burnett 15:50, 13 September 2010 (UTC)
